Frame to protect

The villages of the Grand Site, remarkable in several respects, do not all benefit from the same town planning rules, nor the same regulatory provisions regarding the protection of their heritage. Areas close to urban areas are currently experiencing changes. A vigilant eye must be placed on urbanization to avoid the deterioration of the harmony which reigns in these municipalities.

Maintaining the quality of the grouped silhouettes of the villages, the mastery of the extension of housing, the supervision of the evolution and the development of buildings in harmony with architectural and landscape heritage are real challenges.

At the heart of the site, the urbanization has retained its appearance traditional and heritage. THE villages and hamlets have a well-defined and compact morphology. They fit harmoniously into the landscape of vines. The architecture of the buildings is astonishing, it is reminiscent of the habitat of the south of France: Roman tiles, yellow-tinted facades, low walls in dry stone. This marked architectural identity contributes to the quality and uniqueness of scenery of the territory.

To the east, approaching Mâcon, urbanization is recent and the architectural identity is less marked, more standardized. A phenomenon of urban sprawl is also observed. The urban envelopes are less defined. Business zones and major road and rail infrastructure create physical cuts on the territory and mark this peri-urban landscape.

Solutré-Pouilly, Vergisson, Fuissé and Cenves are covered by the National Urban Planning Regulations (RNU) setting the rules for the location of buildings in urbanized areas. In Solutré-Pouilly and Vergisson, located in classified site, planning authorizations are subject to the assent of the Architect of Buildings of France (ABF). These two municipalities have recently joined forces to each establish their local town planning plan (ENJOYED) around common problems and issues.
In Fuissé, planning authorizations are processed by the Departmental Territorial Directorate (DDT).

The commune of Chasselas is a Remarkable heritage site, for its built-up area, and a classified site for its natural area. Prissé, Davayé, Charnay-Lès-Mâcon and Leynes are covered by a PLU and Bussières by a heritage PLU.

The Territorial Coherence Scheme

With the exception of Cenves, located in the Rhône-Alpes region, the municipalities of the Grand Site de France Solutré Pouilly Vergisson are included in the perimeter of the Territorial coherence scheme (SCoT) Mâconnais South Burgundy, currently being developed. At the scale of the living area, the SCoT defines the planning and development directions for the next twenty years. In this context, with regard to the viticultural issue and the preservation of its spaces, the Grand Site is considered a sector of moderate demographic development. The objective is to guarantee the growth of the population in reasonable proportions, in line with the real estate capacities of the site, while taking into account the flow of visitors.

In its diagnosis, the SCoT raises several territorial issues relating to the municipalities of the Grand Site. He confirms that this landscaped area remarkable, at the gates of the Mâcon agglomeration, undergoes a urban pressure very strong, particularly the neighboring municipalities of Charnay-lès-Mâcon and Prissé. The other municipalities remain in the Mâconnais area of ​​influence where urban pressure must be considered to maintain the legibility of village structures. The reconquest of degraded spaces and landscape “black spots” is a real challenge attractiveness and preservation of the remarkable character of the Grand Site.

A specific regulatory paragraph of the SCoT is devoted Great Site, primarily in Vergisson and Solutré-Pouilly, and in other municipalities in the area. It demonstrates the desire to structure the built space, to preserve the most emblematic views and co-visibilities and to protect the small heritage. Controlling the pressures of the Mâcon agglomeration and the landscape management of transition spaces are considered.

Only the Remarkable Heritage Site of Chasselas and the PLU of Bussières list, locate and protect certain works and small heritages. These two documents are supplemented, particularly in the municipalities of Solutré-Pouilly and Vergisson, by the Appellation specifications Pouilly-Fuissé and Saint-Véran, prohibiting the destruction of buildings in dry stone.
