Consultation at the heart of the project

The Grand Site de France Solutré Pouilly Vergisson, created and managed by a joint association uniting the Mâconnais Beaujolais Agglomération urban community and the Saône-et-Loire Department in equal shares , has been managed by the Department since January 1 ^, 2019. This type of organization is rare within the Grands Sites de France network. Only three of the 21 Grands Sites de France are currently managed by a Department.

The management of the site is financially supported by contributions from Mâconnais Beaujolais Agglomeration, committed to continuing its initial support, the Bourgogne Franche-Comté Region and the Regional Directorate for the Environment, Planning and Housing of Bourgogne Franche-Comté (DREAL).

SHARED DECISIONS

The Saône-et-Loire Department is continuing its approach in a spirit of continuity , ensuring a territorial project centered on the landscape. While governance has evolved, the overall objective remains the same: to systematically involve local authorities in strategic and operational decisions. The Department thus represents the voice of all stakeholders involved with the Grand Site: local authorities, technical partners , socio-economic actors, and residents.

In this spirit of consultation, a governance charter was drawn up, approved and signed on May 26, 2023, between:

• the state,
• the Department of Saône-et-Loire,
• the Mâconnais Beaujolais Agglomeration Community,
• the 6 communes of the Grands Site (Charnay-Lès-Mâcon, Davayé, Fuissé, Prissé, Solutré-Pouilly, Vergisson),
• the 4 associated municipalities (Chasselas, Leynes, Bussières, Cenves).

What is found in the charter?

The governance charter of the Grand Site is structured around the following objectives :

• clarify the mode of governance of the Grand Site following the transfer of management of the Mixed Union to the Department on January 1, 2019,
• better take into account the voice of the municipalities in the definition of the territorial project and in the decision-making process.

She thus establishes the governance structures :

• the Committee of Mayors and Local Elected Officials, a consultation body between local elected officials and overall validation of the project,
• the Steering Committee, an orientation and assessment body, co-led by the Prefect and the President of the department in the presence of the institutional and financial partners of the Grand Site,
• the Advisory Committee, a place of exchange and expression open to civil society,
• working groups, brought together for questions of implementation, monitoring and evaluation of actions.

The position of municipalities in the decision-making process is thus strengthened.

How are decisions made?

As the manager of the Grand Site, the Department defines and proposes an action plan. This plan is developed in close coordination with local elected officials, who are a key source of input. The Grand Site has a comprehensive program for the years 2020 to 2026, but it is essential that everyone takes ownership of it , updating and amending it according to their wishes and projects. This action plan is presented annually to the mayors and municipal councils of the Grand Site. Each municipal council must decide on the actions that concern its municipality. The action plan must then be finalized by the Department before being adopted by the Committee of Mayors and Local Elected Officials.
